What happens to Saddam if Gore wins?
Gore won't invade Iraq after all.

Saddam could remain in power, although Gore is ruined if 9/11 still happens and he doesn't attack Afghanistan. Honestly, Gore seems like he would be very ineffective in foreign affairs, probably worse than even Bush.

If the twin towers attack still happens then Gore would almost certainly attack Affghanistan as he has a realistic casus belli and apart from any personal feeling he would be driven by public and political pressure to take action. [Assuming also that the Taliban still refuse to hand over Bin Laden, which does seem likely]. After all the US entered two world wars with a Democratic President while the Republican party was the main centre of opposition to such participation. I think Gore is more aware of the interests and values of other peoples than Bush so he could well make markedly better use of the widespread public support that the US got after the attack.

Gore will not invade Iraq. Because of sanctions, there were fewer computers in Iraq. It would have been harder for Iraqis to organize Arab Spring protests. Saddam could have stayed in power.

Gore opposed the Iraq War, but he also said nothing about the sanctions under Bush or Clinton. He also did not Oppose Clinton ordering the inspectors out and launching Desert Fox in 08, despite Hussein Kamil saying Iraq was disarmed.

The U.S. also fought in Korea and Vietnam under Democratic Presidents. Also, it's possible that Gore would have devoted more time to negotiations with the Taliban after 9/11 instead of invading right away, but I am skeptical that the U.S. and the Taliban would have been able to reach an agreement in regards to this (the Taliban will probably insist on Bin Laden being tried in a third, Islamic country whereas the U.S. would want to try him itself)--which in turn will likely still result in a U.S. invasion of Afghanistan.
