The 2018 French government (which is located in northern France and thus not wiped away) gives Vichy France an ultimatum to accept its rule immediately and to abandon all of the colonies which ended up acquiring independence before 2018. Vichy France would probably resist, but a 1940 French military can't fight effectively against a 2018 French military. Plus, the 2018 French government in the north of France can always call on the aid of NATO to help it out.
It might take a while for southern France to get used to the loss of the French colonies, though. Still, given the massive improvement in the quality of life that northern France will provide for them, I think that they would gradually realize that northern France made the correct decision in subjugating them and stripping them of their colonies.

the 1940 colonial empire arriving in 2018 means that half of North Africa has not been touched by radical Islam... Vietnam and Laos are not communist... Hun Sen is gone, too.

This could change once radical Islam begins to get imported there from the rest of the Muslim world. 2. Yes, but they could still want independence from France.
