Had Germany won WWI (by keeping the US neutral by not resuming USW) and was thus able to keep its Brest-Litovsk territorial gains in the East (and even if Germany agrees to the status quo ante bellum in the West or even a plebiscite in Alsace-Lorraine, the territorial gains in the East will ensure that Germany has effectively won the war), how much German investment would there have been in Germany's Eastern European puppet states in the years and decades after the end of WWI?
I'm curious about this considering that while Germany was relatively wealthy by 1918 standards, it was very poor by today's standards. Thus, I was wondering as to whether it would have been willing to make large investments in the East or whether it would have been more preoccupied with stripping the East of its resources while keeping it a relative backwater and focus exclusively on the well-being of the German population.

Depends on the politicial situation in the Reich.
A military junta is likely to ruthlessly exploit the East, to quickly raise living standards in Germany. The OHL (German high command) would need to achieve quick economic successes to quell socialist and republican unrest.
More likely a somewhat less authoritarian constitutional monarchy would arise. The satwllites in the East would have to accept economic domination. Eventually they would recieve substantial investment when the post war debt is under control and the civil economy is running again.
