From having a discussion of a Cold War based WWIII happening in the 2000's, I looked up this Kosygin guy (thanks to romanslayer for that) and he seems interesting; he doesn't seem interested in maintaining a hardline stance in Soviet politics and opposed intervention in Afghanistan. If he were ever to live somehow and become leader of the USSR, things can get interesting and can butterfly away the Soviet War in Afghanistan (though the Soviets would still be somewhat involved anyway). Though I wonder how would Kosygin being leader effect the other parts of the world?

I'm not an expert on Soviet politics and history by any means, but I have heard some people speculate about what would happen to the Soviet Union if it liberalised economically but not politically - like China. If Kosygin becomes the leader of the Soviet Union, is it possible that his economic reforms will keep the Soviets economically powerful and stable without government reforms like perestroika/glasnost?

Me neither but as far as I know, he would likely be keeping détente going for a least a decade until he croaks or gets assassinated somehow. As for the butterflies, I can really see this effecting the US elections with Ronald Reagan lasting only for four years in office since there won't be any Reds invading Afghanistan warranting him having eight years not bothering to run for presidency and someone else takes his place to be the conservative candidate; the butterflies could be immense!

Come to think of it, I wonder how the Eastern bloc would be effected by Kosygin's leadership? Would the collapse still happen as it did OTL? or would most of them follow his model (though I could see Poland still breaking off regardless)?
