So lets say that Maximillian's French backed Empire in Mexico survives and lasts into the early twentieth century. It tries to be an "enlightened despotism" and has the support of the Church and conservative landowners, but the US and the peasants and other elements are not fond of it. Then as the time period of the Mexican Revolution rolls around, there's a bigger and worse one with more sustained US support for the revolutionaries, at least Villa. I could see the US which supported Pancho Villa for most of it, letting him take over since they won't like a French backed monarchy south of their border and maybe trying to sideline Zapata in the aftermath since he'd seem socialist.

The US might try for a land grab in Mexico too. OTOH, in 1926, General Enrique Estrada tried to assemble a Mexican invasion army in Southern California, but was stopped by the FBI. ITTL, we could see a similar action having the US look the other way...or provide aid.

Yeah. My PODs were either the Civil War lasts longer and weakens the US enough they don't go after it and/or Benito Juarez takes the Prime Minister position offered by Maximillian but realizes he's been duped and is marginalized but its too late to do much, leaving a Mexico under a foreign puppet regime and and a US weakened by a longer civil war and a Confederate guerilla army hiding in the Blue Ridge Mountains to deal with. The US when it got its shit together, as usual, would want to assert its dominance over Mexico.

If Benito Juarez takes the Prime Minister position offered by Maximillian, but manages to marginalise Maximillian and limit his influence over Mexico, would Mexico really be a foreign puppet government since the foreign puppet in question (Maximillian) is basically powerless?

I meant Maximillian and Bazaine and the French marginalize Juarez and Juarez is the puppet but already called off the war and wasn't considered a credible resistance leader due to going along by then.

So Juarez would be puppet of a puppet.

Oh! Sorry I completely misread your sentence. Couldn't Benito still rebel once he realises he's been duped? I'd guess his rebellion would be somewhat weaker, but it'd still give the Imperial government serious opposition, especially if the US intervenes (either indirectly with aid and materials, or with direct military action).

I was sort of coming up with ways that the French and Maximillian could win and last a while without the cliche of the Confederates winning and turning a blind eye because of an alliance with France. That was the best I could come up with, since I wanted the rebellion to happen later, be a bigger early twentieth century revolution with Villa and Zapata as the monarchy's opponents.
