So Dragon blade was not that good but the idea of Roman and Chinese contact is interesting. They knew of each other and China thought of Rome as a counterpart and they called Marc Antony "the emperor antun". Han dynasty China sent emissaries but parthia lied to stay in a good position. Then there is the village in western China descended from Roman legions lost during crassus's invasion of Persia.
So what if they had formal embassies and increased contact? Alliance against Persia? Cold war? Exchange of technology like concrete or silk?

They are far too far away from each other to have anything beyond trade relations, and possibly the exchange of diplomatic niceties every once in a while. Like sending condolences on the death of an Emperor two years after the fact since it'll take a year for the news from one to reach the other via traders, and a year for those traders to bring news back.
As to Persia, the closest thing to a border any Chinese state has really shared with any Persian state has been vassals in Central Asia, their main centres of power are just too far away from each other for conflict to be an option. Rome meanwhile was in an aggressively expansive period when they started making direct contact with the Parthians, and they ended up sharing a common border.
Technology will be exchanged, because that just happens, but it won't be like in CIV, it'd just be whatever traders bring and can be bothered explaining.
