With the victory of the Pro-Administration in the 1788 Election, the faction and many of its members are hoping for a repeat victory two years later, under the leadership of the new chosen leader, Jonathan Trumbull. In the opposing camp, many are eager and optimistic for a chance of victory. In the wake of early 1790, Frederick Muhlenberg was ousted of the Pro-Administration camp, and was effectively turned and joined the Anti-Administration faction. Muhlenberg's ousting was apparently caused by members of the Pros stating he was allowing the Antis "too much leeway, and power." More states as well had joined the Republic in those two short years, many appearing in the south, and giving high opportunity of the Antis to snatch victory from the Pros.
