The incident happened on the Promenade des Anglais in Nice not long after a Bastille Day fireworks display. The driver of the truck was reported to have shot people as well. (Police shot him.) Hollande is heading back to Paris from Avignon, ironically not long after announcing plans to lift the state of emergency. Unconfirmed reports of other events. Seriously, this must be the biggest year of Terror since 2001 There certainly seems to be an uptick in attacks like this, though we're not sure if this incident is connected to Daesh or not - there have only been unsourced reports that they've claimed responsibility.

Update: 84 people have been confirmed dead, with 10 children amongst them. 202 people are injured, 52 critically so with 25 of those on life support. The attacker has been identified as Mohamed Lahouaiej-Bouhlel, a Tunisian man who was unknown to intelligence services and had never been flagged for signs of radicalisation.

Per an Iranian reporter, many of the dead were Muslims, including some with headscarves or who were speaking Arabic. Per Wikipedia, three of the dead were from Algeria, one from Kazakhstan, three from Morocco, and three from Tunisia. The dead also include two Armenians, a Belgian, three Germans, two Poles, two Russians, two Swiss, one Ukrainian, one Brit and two Americans. One of the bystanders was on a motorcycle and attempted to overtake the truck and take control of the vehicle. The motorcyclist was unable to, and wound up being run over.
