The POD is Puerto Rico does not become a state in 1993. Puerto Rico's seven electoral votes gave President Gore his margin of victory in 2000. If Puerto Rico had not become a state, the House of Representatives would not have been expanded to 440 members and without Puerto Rico's Senators the Senate would still have been at 100 members. That means ITTL in 2000, there is still 538 electoral votes. Then Bush 271 electoral votes would have been enough for victory, since without Puerto Rico's seven votes Gore would only have had 267 electoral votes. What kind of President would George W Bush have been? He would have been the popular vote loser that would have caused him trouble. More importantly while as Governor of Texas he had a record of working across party lines but ITTL as President he like John Quincy Adams and Rutherford B Hayes would have had an opposition angry at being robbed. I don't how many of you remember the litigation that came with the recount of Florida's votes from the 2000 election. It went all the way to the Supreme Court, which stopped the recount while Bush was in the lead. OTL the five unelected conservative Justices shrank President Gore margin of victory. ITTL they would have put Bush in the White House. That means that Gore would have been seen as the legitimate President by the Democratic base. Gore would have been a shoe in for the 2004 Democratic nomination. Who would have won the rematch of 2004?

I think it might be Gore, or perhaps Lieberman. IMHO, neither would be good choices- we all know how the Republicans went after Gore over his campaign finance violations- to say nothing of his response to 9/11. (Though one could note something similar might be done to Bush, after 9/11, the SC poll closings, and the Eliza May case.)
