What if the Soviet Union would have refused to invade (or go into) Afghanistan in 1979?

Jimmy Carter isn't saved by this - gas lines, soaring inflation, Americans held hostage in Iran....

The Soviet Union might last a few more years and there could be considerable butterflies from this. Hopefully not including a world wide nuclear war.

What happens to Afghanistan in this TL?
Probably continued chaos but hopefully less destructive than OTL.

If the Soviet Union abandons it, the Communist Afghan government is likely to turn towards the U.S., no?

That could be risky for it. Even if, or especially if the US was willing to offer some sort of support, which would be largely/totally economic that could upset the Soviets. Plus Pakistan, traditionally a US ally, isn't likely to welcome the US supporting a communist state in what it considers its sphere. Also presuming the Shah falls and Iran becomes a theocratic dictatorship it will now be doubly hostile to such a regime in Kabul.

No Mujahedin and Bin Laden using the experience to found Al Qaeda. Iran would remain the leader of Islamic fundamentalism I guess. Afghanistan itself might stay relatively modern and Pakistan might be a little better off without the spillover problems. Different Rambo films and Octopussy and no Red Dawn.

I could see the Communists reaching out to the PRC...and Pakistan certainly would not like that. The USSR is likely to last a bit longer. Brzenziski will likely leave the Carter Administration, or even back Reagan.

I don't know depending on the circumstances. Pakistan has good relations with the PRC as both are opponents of India so it could be that, provided there wasn't open persecution of Muslims and Pakistani interests were respected Islamabad could well be happy with such an idea.
