I was thinking about what I would do if I was in Russian Tsar Nicholas II's place, and I will create a separate thread on that a little later. The one thing that I want to ask about right now is this:
Had Tsarist Russia opened its doors far and wide to African-Americans who were fleeing racism, discrimination, and Jim Crow in the U.S., how many African-Americans would have actually moved to Russia?

Probably relatively few I suspect. The culture and climate is pretty hostile over much of the country and its not exactly a centre for human rights under the Czars either plus simply hearing about such an offer and getting the money to move to Russia. Also even if the government was welcoming would the population be that friendly?

I doubt that the population would be that friendly, but I'm not completely sure. It might depend on just how much interactions with African-Americans they will have in their day-to-day lives. The less they will interact with African-Americans, the more ambivalent they will probably be about them.
Also, I was thinking of encouraging African-Americans to settle in Central Asia--where there was a profitable cotton industry during this time.
