Yes, drop all hopes of becoming independent, and accept France's rule over your nation. Manage to convince French citizens to move to Algeria to get rid of the local culture for the sake of having more territory. Yes, ordinary Algerians feel French, even after reading this quote: "The French government has u-turned on a self-determination referendum for Algeria, a move that has angered many Algerians and possibly alienated them even further from the French state." And why, if If may ask do you need a peace keeping force when most Algerians feel French at heart? And what about those differing reports from the international community and the French government? Why do the official French reports say all is going well, while seemingly unbiased international reports report the opposite? Sorry for the earlier words of neo-imperalism, but remember: The international community will be watch closely, President de Gaulle. We will watch if you do work in the best interests of the French people.

As with the Soviet Union, the German Democratic Republic believes that determination of whether the modified resolution is acceptable should rest with whether the concerned parties of the Islamic world approve it.

In solidarity with our brothers and sisters still in chains, the Republic of Ghana votes YES to the UAR's original proposal. Should the US amendment be further clarified to include language specifying how the Muslim world is defined and the UAR offers its support to this second amendment, the Republic of Ghana will pledge a second YES vote as well.

That the United States cannot define the Islamic world is unsurprising. It has, of course, only been since the decline of French and British power in the region that their involvement has been significant.
But is it truly semantics we argue over? Or is the key issue here Western ignorance? Any reasonable individual could easily define the Islamic world, and I will provide a definition right now: all nations with a Muslim majority. And why is this needed? Any amateur scholar of the Middle World could tell you, with no equivocation, of the defining role the Ummah has had on the political and economic spheres of these nations. Whether just or not, it is not for the world to say: but what is just, my friends, is an acknowledgement that a people so long impacted by the religious arena have a fundamentally different set of circumstances with which consideration must be taken.
But, perhaps, this is how the Americans wish it. Their control over the Middle East, waning as it is despite the assistance of Zionism, relies largely upon the neo-colonial impulses of a Western elite who has little regard for the way of life within Dar al-Islam. It makes no matter, really: we condemn vehemently any attempts to modify the original resolution as chauvinistic in the extreme, and vote no on the amendment while retaining our yes vote on the original.

The Soviet Union presents a new proposed Resolution, to be entailed as Resolution 162, to the United Nations Security Council: The Security CouncilRecalling its resolutions 143 of 14 July 1960, 145 of 22 July 1960, 146 of 9 August 1960 and 161 of January X 1961. Noting that the implementation of Resolution 161 in the past few months, which urged the United Nations to use all measures necessary to prevent further conflict the Congo and supported the use of United Nations peacekeeping forces to bring an end to said conflict, has not proceeded as planed, with 'Katangan' mercenaries and gendarmes under orders from the self-declared President Moise Tshombe refusing to disarm. Concerned with the growth of mercenary forces of primarily Belgian origin in Katanga Province and the South Kasai region, and its use of both heavy armaments, armoured vehicles, and military aircrafts. Acknowledging that through naming Patrice Lumumba as the Prime Minister of the Congo in Resolution 161, the United Nations views the legitimate government of the Republic of the Congo as that currently based in Stanleyville. Deploring the acts of illegal torture committed by the dissident faction of the Armée Nationale Congolaise led by Colonel Joseph-Desiré Mobutu and the former President of Congo Joseph Kasa-Vubu (removed from office through a vote of no confidence by the Congolese Senate in September 1960) towards Prime Minister Patrice Lumumba, as well as that same dissident faction's recent unlawful offensive towards the government. [/i] that the forces of Colonel Mobutu cease their offensive and retreats to Leopoldville, so that negotiations to solve the ongoing conflict may take place. Decides to establish a ban on all flights in the airspace of the Republic of the Congo which are not sanctioned by the Congolese government in Stanleyville, and authorizes all United Nations member states that have notified the Secretary-General of the United Nations and received permission from the Congo to employ all necessary measures to enforce compliance with this ban. Once again, the UAR shows its duplicity. Why should nations have privileges because a majority of their people follow a specific creed? To say such a thing goes against one of the fundamental ideas of the United Nations, that

Yet why does the UAR pursue a doctrine of religious conflict? I believe that it has to do with the cynicism of their leaders, who will try to destabilize the region in order to slake their lust for power. They are clearly a menace, not only to the Middle East, but to the entire world.

DEMOCRATIC VIETNAM SUPPORTS UAR ANTI-COLONIALIST RESOLUTION
After much debate (and predictable USA efforts to undermine the process), the matter of whether or not a UAR proposal for passing a UN resolution against European colonial oppression in general was resolved this morning, as the government of the Democratic Republic of Vietnam announced that it was satisfied that the revolutionary and anti-imperialist credentials of the proposal had been properly discussed and proven before the world and that they had much merit. While this declaration of support happens outside of normal diplomatic channels because the DRV is currently not a member of the UN, most analysts agree that due to Democratic Vietnam's ever-increasing influence in world affairs the resolution will now most likely pass the vote in the General Assembly, mainly on account of its securing the DRV endorsement.
COMMUNIST PARTY OF VIETNAM CONDEMNS FRENCH BETRAYAL OF ALGERIAN PEOPLE
The whole world was deeply shocked last week when French president Charles de Gaulle announced the cancellation of a scheduled referendum on Algerian independence and its replacement with the deployment of more French colonial troops to the oppressed nation instead. France has already received wide condemnation for breaking its promise and the government's popularity has taken a hit, with the Communist Party of France vehemently condemning the action even as it was cheered by the most conservative elements of the government and business establishment.
The Communist Party of Vietnam joined the CPF in condemning the move and called on all Communist and Revolutionary parties and organizations of the world to do the same. An official document released by the Central Committee stated: "The French government of Charles de Gaulle has once again proven to be nothing more than a bodyguard and a thug in the service of the French bourgeoisie, which profits off the Algerians' continued oppression and whose interests are therefore completely anathema to the free self-determination of the Algerian people. Just as this decaying colonial power was humiliated when it tried to hold on to its Indochinese possessions, so too will it be crushed by the Algerians, all the more ruthlessly now in the face of this shocking reversal."
LAND REFORM IN DRV AN ASTOUNDING SUCCESS
Great excitement has gripped the Vietnamese people throughout the nation as the Central Committee of the CPV confirmed the beginning of Higher Stage Land Reform with the creation of High-Level Cooperatives throughout the nation. The announcement was made during the CC's bi-annual meeting in Hanoi and supports resolutions made by the Party's National Congress on the matter of land reform.
High-Level Cooperatives, hailed by many as the first "true cooperatives" and a decisive step towards the building of a socialist society, were greeted with excitement by the benefited peasantry, who have already begun work on pooling together their resources and working together during the previous, low-level cooperative stage, and have now enthusiastically taken up the task of carrying out their work and building, as one analyst put it, "true collective farming in which land and resources are utilized collectively without individual ownership of land."
DRV President Ho Chi Minh celebrated the development during a visit to one of the first collective farms near the capital, declaring that this recent advancement proves that Vietnam is "the current world revolutionary vanguard" and that "soon the example set by these brave and righteous men and women will be replicated throughout the whole wide world until the great fields of North America are covered in glorious collective farmland."
News of this development has already made shock-waves in our nation's South, where, despite the peasantry's continued petitions, the imperialist-backed government of Ngo Dinh Diem refuses to carry out any semblance of the land reform that has been changing Vietnamese lives for the better in the North for more than seven years now. While the South continues under antiquated and decaying capitalist agricultural models, many among its rural population wonder when they will be afforded the opportunity to enter true collective farming and be free from the yoke of minority-driven economic oppression.
REVOLUTION TRIUMPHANT IN LAOS
The forces of the Lao People's Revolutionary Party stormed Vientiane recently, marking a decisive moment in the longstanding conflict and a turning point in the history of the region. As the neighboring nation's popular armed group advanced towards the capital with Vietnamese and Soviet support, government soldiers withdrew further and further back, until the strength and enthusiasm of the revolutionary advance was so much that the official forces broke apart and darted southwards in full flight, crying and loudly lamenting the day they dared stand in the way of their own people's historical destiny, reports say.
Shortly after the fall of the former regime and the declaration of the Socialist Republic of Laos, First Chairman of the LPRP Kaysone Phomvihane was named Prime Minister of a National Unity Government which includes former Prince Souphanouvong as well as other political forces. Ho Chi Minh discussed recent developments during a radio address in which he stated: "We in the DRV derive great satisfaction from these events, as it is a confirmation once again that the glorious revolutionary typhoon will sweep away all obstacles until the peoples of the Indochinese region are free from bourgeois oppression both domestic and foreign. We salute the brave men and women of the Pathet Lao, whose strength and struggle was essential in this triumph, as well as the dutiful comrades of Group 100 and Group 959, who helped coordinate the revolutionary campaign as well as the support given by the PAVN to the uprising of the Laotian people, which would've been otherwise left vulnerable to bloodthirsty imperialist repression."
The President of the DRV and Chairman of the CC of the CPV also mentioned the matter of the recognition of the new State: "As is natural, the Democratic Republic of Vietnam offers its full support and recognition to the legitimate government of Laos, which is headed by comrade Phomvihane and has its headquarters in Vientiane. We therefore also call on all the nations and revolutionary movements of the world to recognize the Socialist Republic of Laos, as the armed men gathering south are merely violent usurpers and sore losers, who will be swept away promplty and without major problems."
News of the Laotian Revolution were greeted with excitement in the Vietnamese North, where people celebrated with public demonstrations and the setting off of fireworks. In the South the reactions have been muted so far ("shocked", the analysts have said), except for the National Liberation Front, which reports say has offered its full support and has allegedly taken up Uncle Ho on his call to recognize the new government and is also summoning others to do the same.
COLONIALISM "PRETTY MUCH DEAD", SAYS HO CHI MINH
During a speech before Party officials on Sunday, the President of the DRV said that his government welcomes recent developments throughout the world as a sign that "Colonialism, that wretched curse from hundred of years ago, is finally on its death throes." This declaration comes in the wake of revolutionary uprisings in "Portuguese" Angola and racist Apartheid South Africa, which he said "are signs that the age of colonies and overseas possessions are at an end" and that "Colonialism as a whole can only be combated in as much as it is a function of capitalism in the imperialist stage, it would be an error to believe that one can defeat one without defeating the other, as the political and military control held by Europe in national affairs will not be destroyed but merely made less explicit as economic dominance will stay. It is therefore clear that anti-colonial movements can only be as successful as they are socialist in their aims and methods, and likewise that communists throughout the oppressed world have a duty to participate in anti-colonial movements to ensure their socialist direction, for they can easily be co-opted by the forces of either foreign or domestic reaction."
Turning his attention to the Congo Ho Chi Minh expressed the DRV's "complete and unconditional support" for Patrice Lumumba and his faction, stating that "the thugs and brutes employed by the Belgian colonialists are a small-scale reflection of the dynamics of bourgeois politics on the world stage. The United Nations must be willing to use force if necessary to disarm these rebels, or else risk exposing itself as a mere tool for the imposition of imperialist will." The President also mentioned recent developments in the region, giving his condolences to the Indian people and warning both the governments of Islamabad and New Delhi not to give in to chauvinist provocations and to take the high route towards peace and reconciliation, as the consequences of a regional war would be disastrous for the peoples of the world and would give Imperialism a perfect excuse to increase its influence in the region.
Finally, Ho Chi Minh ended his speech by addressing recent events in the United States, where racist cult-like right-wing paramilitary "the Klu Klux Klan" has carried out violence towards defenseless democratic fighters for civil rights. Unlce Ho said that it's no secret that state and local USA authorities are frequently in cahoots with the so-called "Klan" and commonly either cover or deliberately help out in their violent activities. He said the declaration of martial law in Alabama was a correct move but that it was shameful that the situation had ever escalated to that point in the first place. Reaffirming his support for the Civil Rights Movement in the US, Ho Chi Minh reminded Party officials of the KKK's historical role as a strike-breaking and union-busting reactionary force, and called on the socialist and democratic groups and individuals from all over the world to condemn the violent group and to demand that President Kennedy take real action to hunt down and end the "Klu Klux Klan" threat once and for all, "especially if the United States has any pretense of having a say in the affairs of other nations."
The Politburo of the Communist Party of Vietnam passed a resolution condemning the group shortly after that.

Call for African Unity!
After the response of France and South Africa, and the brutal suppression of African workers by the Portuguese, Ethiopia is sending a delegate to Ghana, a symbol of African independence, in hopes of increasing the ties across all of Africa and to limit foreign influence, especially that from the former (and even current) Imperialists.

Greetings, fellow nations of the world. I hope that the temporary absence of the Congolese delegation can be excused- given the state of siege that my government finds itself under, an inability to communicate with our superiors at home, and the fact that, due to being caught up in the chaos of the Mobuto and Kasa-Vubu clique's military coup, I was only recently able to return to these halls. Nonetheless, we extend our sincerest thanks to those in the international community who have stood by the people of the Congo from the beginning, at a time when less scrupulous nations sought to divide and exploit our countrymen. We also applaud the change in policy of the United States, and express our severe hopes that the CIA-stirred paranoia which characterized the former Eisenhower Administration's relations are all in the past, now.
That said, while the United States, at least, has begun to act in good faith towards the people of the Congo, there are still those nations, led by other powers in the west, who lend recognition and aid to the traitors occupying Léopoldville and those brutalizing South Kasai and Katanga with the backing of foreign money and mercenaries. The worst of these offenders is Belgium, our would-be colonial masters, who continue to pursue a policy of neo-colonialism through their proxies within the Congo, but they are far from the only ones to so blatantly disregard the sovereignty of our nation. Britain, Portugal, South Africa: these are only a few of the states whose foreign policy has rendered them silent -and by their inaction, complict- when it comes to Belgium's baldfaced neocolonial rape. Though they have, rightly, shifted their position on the Congo, French citizens are among those who fight for the illegitimate breakaway governments. These injustice cannot go unaddressed.
While the United States and Soviet Union, with our gratitude, have taken up this issue in the Security Council, the fact remains that we, the members of the General Assembly, must speak up for the sake of justice. It is in this interest that we propose the following resolution:
AFFIRMING the recognition of the Stanleyville government under Prime Minister Patrice Lumumba as the legitimate government of the former Belgian Congo and sole legal representative of the people of the former Belgian Congo.
CONDEMNING the governments in Léopoldville, Bakwanga, and Élisabethville as legally and morally illegitimate, having been formed through the armed insurrection of forces loyal to Jodeph Mobutu ad the government of Belgium.
CONDEMNING the intervention in the Congo and tacit support by the Belgium government to insurrection within another member state of the United Nations.
SUPPORTING a non-binding embargo on Belgium and any other nation which provides material or diplomatic aid to the governments in Léopoldville, Bakwanga, and Élisabethville or allows its citizens to fight on behalf of these governments.

Ethiopia stands by the legitimate government of the former Belgian Congo, that which currently sits in Stanleyville, in condemning the acts done by the illegitimate governments that claim the former Belgian Congo and those who are directly aiding in their actions.
